So pleading ignorance is the "in" thing, apparently.
Re-energizing the boundary layer of airflow on a wing basically uses a vortex generated to maintain laminar (smooth) flow across an element, this helps reduce drag for a given speed and allows higher wing angles for more downforce without stalling. In short terms, energizing the boundary layer improves aerodynamic efficiency.
Airflow control is super important around exposed wheels because a rolling wheel creates a metric crapton of turbulent vortices, as you could imagine these vortices are terrible for trying to make anything downstream function properly. So by running a super crazy looking front wing, the airflow is able to me manipulated to an extent to improve aerodynamic efficiency.
